Flamengo Park, although protected by Federal Law (Process
number 748-T-64, Tombo Book entry number 39
of July 28, 1965) and without previous authorization of the IPHAN, may
see 10% of its public and non-building restricted area transferred to
private sector, through concessions, for the undertaking (already underway)
of the Revitalization Project of the Marina da
Gloria, a mega-enterprise of the City of Rio de Janeiro prefecture and
private enterprises encompassing the insertion of a pool of industries,
commerce and services, in and around the Gloria Bay surroundings which
doesn’t fit with the guiding spirit of the park. The
construction work is already underway in the center of the protected
public area, enclosed with fences, where the original picnic area has
already been dismantled, many trees have been cut, ways and gardens
have been disfigured and the small beach has been isolated. The above
mentioned proposal that has already been approved by the State Government
and the IBAMA, that goes against the essence of the modern project and
alters the park’s original use, according to the project presented to
the IPHAN, will have an area of 105,890 square meters, defined as restricted
for building, a occupancy rate of 33.93 % (projection area of the ground
pavement) with building premises such as: a convention center and a
shopping center (13,566.5 square meters); an exhibition center (19,153.5
square meters), three restaurants and a gourmet space (7,531 square
meters), garage and parking (41,235.3 square meters) for 1802 vehicles.
Other increments to the park’s landscape include: level passageways
on the crossing between the bikeway and the marina entrance, 14 new
fixed and floating piers, deck (area not specified), lighthouse (25
meters in diameter), rest rooms and changing rooms (area not specified),
a warehouse (500 square meters), a new breakwater (with a 200 meter
long platform) on the external side of the bay, a tourist terminal (a
boat station for passengers with 2,233 square meters of construction
area and a height of 9.85 meters at its highest point). Besides
the crowding, the enterprise will result in an increase in construction
height, a fundamental issue to be considered, given the magnitude of
the landscape in which it inserts. The anticipated Convention Center
alone will produce a continuous building mass of 230 meters extension
with aheight of 17.35 meters which corresponds
almost to the height of a six floor building in relation to the sea
level of the Another
point to be considered is the traffic overload and the number of vehicles
circulating through the area, activity not compatible with the park’s
usage. The free access to the landscape is also at risk by the proposal
for the insertion of a “Dividing protection line of the Marina da
Glória” with crystal policarbonated
sheets with micro-perforations, 1.95 meters above the low wall that
exists alongside the In
relation to the defence of maintaining the
non-building restriction of the Flamengo Park
and the preservation of the beautiful landscape of the Guanabara
Bay, we find ourselves in a similar situation to the one which led Gilberto
Ferrez, in his opinion defending the preservation of the Sugar
Loaf’s specific features in observing: “It’s unbelievable that we have
to collect data and facts to prove the necessity of preserving the Sugar
Loaf “– symbol of our marvellous city. Several
city dweller associations have already manifested their rejection to
this project. You can declare your support to our efforts to stop the
work on the Revitalization of the Marina da
Glória, since they are disfiguring masterpiece
of modern Brazilian landscape architecture and urbanism. Please, click
